       RJAE was requested by the Administration of Corrections (AOC) of Puerto Rico to develop an Institutional Program and a Request for Proposal (RFP) related to the initiation of a privatization program for correctional facilities. The Institutional Program is to comply with American Correctional Association (ACA) standards for Adult Correctional Institutions and is incorporate state of the art operational and physical plant facilities. The physical plant is to be designed on the basis of security, space adaptability, maintainability and user (staff, inmates, visitors) orientation within the institution. The architectural program is organized into five functional modules: Housing, Support, Public / Administration / Staff, Programs and Services.

       The Institutional Program determines the square footage requirements for a particular facility depending upon the type, composition and purpose of the facility. The scope of work associated with the RFP required design, construction, administration, operation, maintenance and financial capabilities. The initial RFP was distributed for the Guayama 858 inmate medium security facility. Subsequent correctional facility privatization programs have been developed implemented for Ponce and Bayamón.
