RJAE offers a full range of program management services to our private and public clients. We have provided program management services throughout all stages of project development, from strategic planning and conceptual design through final design, procurement, construction, final acceptance, and when appropriate, operations and maintenance. Our program management experience includes conventional design-bid-build projects as well as turnkey projects such as design- build-lease (DBL), design-build-operate (DBO), and design-build-operate-maintain (DBOM). 

     Each RJAE Program Management Team is led by a highly experienced Program Manager who relies on a core group of experienced, senior engineers, architects, scientists, schedulers, and accountants to enhance the management functions. At the initial stage of each project, the RJAE team establishes a close working relationship with our clients and develops a clear understanding of their goals and objectives to ensure that our management team is properly organized and focused. Having an in-depth understanding of what our clients are striving to achieve allows us to provide highly effective strategic planning, precise project budget and schedule controls, quality management of design, construction and operations programs, productive negotiations with government agencies, prudent financial planning, and other appropriate program management services needed to meet our client’s objectives. 

     RJAE has successfully managed several different types of major projects. For example, since mid 1993, we have been providing program management services for the $1.5 billion Tren Urbano Rapid Transit project, a modified hybrid DBOM project for the Puerto Rico Department of Transportation and Public Works (PRDTPW). Other key examples of our program management experience include oversight of design, procurement and construction activities for a $139 million facilities rehabilitation project for the Administration of Corrections of Puerto Rico and the $117 million Teodoro Moscoso Bridge DBO project for the PRDTPW, which was the first privatization project in Puerto Rico. For each of these projects, RJAE provided macro level management services as well as specialized technical expertise.
