Tren Urbano is an innovative, fast track rapid transit rail system for the San Juan Metropolitan area which has been designated by the Federal Transit Administration (FTA) as a demonstration project, under Section 3109 of ISTEA. due to its design, build, operate and maintain turnkey program. This turnkey implementation program is the first of its kind to be implemented by the FTA in the United States.  Phase I of Tren Urbano is a 17.2 kilometer rail line with 16 stations, a maintenance and storage yard and is projected to serve approximately 115,000 daily boardings. Tren Urbano will include integrated ground transportation systems and intermodal transfers with buses, publicos, ferries. taxis, parking facilities and pedestrian traffic.  RJAE was initially contracted in 1993 to develop an effective Project Management Team and to perform a Program Management Assistance. Subsequently 

       RJAE has led the effort from conceptual planning, to the evaluation and selection of a General Management and Architectural and Engineering Consultant (GMAEC). approval of the Final Environmental Impact Statement and ensuring Environmental Assessments, receipt of a FTA Full Funding Grant Agreement, approval of the Commonwealth’s Planning Board Consulta process, establishment of an Owner Controlled Insurance Program (OCIP), procurement of one design/build/operate/maintain systems and test track turnkey contract and six design/build fixed facility contracts and implementation of the final design and construction programs by each of the design/build consortiums.
